- A planetary parade can be seen in the skies of Qatar
This week, Qatar will witness a “planetary parade” or when six of the eight planets in our solar system will line up – Saturn, Neptune, Mars, Uranus, Mercury and Jupiter. A free public event will be hosted on Tuesday, June 4, starting at 1am at Al Kharrara, allowing enthusiasts to witness this celestial phenomenon. Qatar-based astrophotographer and founder of Everester Observatory, Ajith Everester, said that the participants will be able to observe the night sky both with the naked eye and through telescopes focused on Saturn, Mars, and the Moon. “While the early morning timing on a weekday may not be ideal for everyone,” he added, “it’s a chance not to be missed.” Everester told The Peninsula that Saturn will be visible all week after midnight, with Neptune joining it shortly thereafter. Mars will appear around 2am, and in the pre-dawn hours, Uranus, Jupiter, and Mercury will rise on the eastern horizon. This makes Saturn and Mars the best candidates for viewing the planetary parade with or without a telescope. For those wondering about the best time to observe, any night this week should offer a good view. However, Everester advised heading to a dark location away from city lights, with a clear view to the east, on the morning of June 4. “The crescent moon, set to rise at 2:39am with a modest magnitude of 3.5%, will be a stunning sight just two days before the new moon. A waning crescent on June 4 will captivate observers. Look out for the Milky Way and passing satellites as well,” said Qatar-based amateur astronomer Navin Anand. Several locations in the country, such as Khor Al Adaid, Al Kharrara, Al Aamriya, and Galactic Bay, provide excellent vantage points away from city lights to observe the planetary parade. Planetary alignments occur when planets travel along their ecliptic orbits and appear aligned from Earth’s perspective. Such alignments, involving three to eight planets, are not uncommon, though five or six-planet alignments are considered significant. More planetary alignments are expected in the coming years, as outer planets, which move slowly in the sky, create numerous opportunities for these events. Another six-planet alignment will occur this August 28, Everester explained. This planetary alignment, or parade of planets, appears to place them in a straight line, an illusion created by our perspective. According to NASA, astronomers refer to the phenomenon when two or more planets come close together in the sky as a conjunction. An ‘alignment’ occurs when all the planets appear close to the sun in a straight line. - Qatar bans outdoor work during summer, enforces timing
To protect workers from the dangers of heat stress in the summer, the Ministry of Labour announced its decision to ban working in open spaces during day time. The Ministry stated that starting from June 1, 2024 to September 15, 2024, outdoor working will be banned from 10am to 3:30pm. The ban enforcement is as per the Ministerial Resolution No. 17 of 2021 regarding the necessary precautions to protect workers from the dangers of heat stress during summer. - Traffic Dept intensifies monitoring of wrong overtaking
The General Directorate of Traffic at the Ministry of Interior (Mol) has intensified monitoring of wrong overtaking of vehicles by installing traffic cameras to ensure the safety of motorists and other road users. "Overtaking from the right is wrong behaviour, some people do it without regard for the rights of others and it causes many traffic accidents," Mol said on its × platform. The Directorate said that a number of devices have been installed to monitor violations of overtaking from the right in a bid to ensure the enhancement of traffic safety It said that turning or overtaking without indicating to other road users is also a traffic violation that can lead to accidents. The Department asked motorists to give a signal before changing lanes for safety. Seatbelt violations are enforced for both the driver and the front-seat passenger and are recorded by traffic patrols and surveillance cameras. This is in accordance with Article No. 54 of Traffic Law No. 19 of 2007 which mandates that both the driver of a motor vehicle and the front seat passenger must wear seatbelts when the vehicle is moving on the road. The General Directorate of Traffic started automating monitoring of traffic violations of not wearing seat belts and using mobile phones while driving from September 3, 2023. The two violations are being detected through the unified radar system which is connected to all radars and road CCTV cameras installed across the country. The system aims at reducing road accidents causing death and injuries. Not wearing seat belt is one of the most serious violations because of the damage it could cause to the driver, as seat belt is the first line of safety. The Directorate called on all road users to comply with the traffic law and its executive regulations to preserve lives and property, and to contribute to the great efforts made by the various concerned authorities across the country, stressing that traffic safety is a joint responsibility between the official authorities and the society. Traffic-related deaths and grave injuries in Qatar dropped 24.3 percent in 2023 compared to 2022, with 5.3 deaths per 100,000 population, as per figures by the Ministry of Interior. According to the data, 168 deaths from road traffic crashes were registered in 2023, bringing the rate in Qatar lower than the global rate estimated at 15 deaths per 100,000 population. It indicated that the reasons for the decrease in accidents were due to several factors, including setting new controls and requirements for motorcycles used for delivery services, as well as the use of electric scooters, in addition to activating the unified radar system to detect seatbelt violations and mobile phone use while driving, which began operating in September. This was in addition to intensifying the deployment of traffic patrols, focusing on areas with the highest recorded traffic accidents, providing alternative means of transportation such as the metro and public buses, constructing 98 bridges and tunnels for pedestrian crossings, and implementing awareness campaigns and community partnership programmes targeting various groups.

- Ministry of Commerce and Industry and Qatar Tourism announce new, expedited licensing initiative for Qatar’s hospitality and tourism sectors
The Tourism Licensing Department at Qatar Tourism in collaboration with the Ministry of Commerce and Industry announced a joint initiative that facilitates qualitative licensing procedures for tourism establishments and businesses. This includes seasonal discounts, festival-specific discounts, loyalty customer discounts, promotional offers, and special deals. This initiative allows establishments to adhere to all regulations and legal procedures to ensure the safety and smoothness of the licensing issuance process. This collaborative initiative aims to simplify and expedite ‘Qualitative Licensing Services’ procedures for granting hotel and tourism establishments, to stimulate the tourism sector. MOCI and QT aim to restrict the challenges that entities in the sector face when applying for promotional and price reduction offers licenses, as well as the procedures for festivals, events and exhibition licensing. As part of the collaboration, it was agreed to issue a one -fee annual license that includes all offers and discounts offered by hotels, to be announced through their marketing plans. Visit Qatar, the main arm of Qatar Tourism, announced that it will handle the application process for the‘single- license’ on behalf of entities and individuals participating in festivals, and events, which will contribute to streamlined procedures and enhanced cooperation between various entities within the sector. This procedure safeguards businesses, expands industry opportunities, and allows for a more optimal and safe tourism experience for visitors. In addition, there are streamlined and expedited qualitative licensing services which will come into effect this month. On this occasion, Mr. Hassan bin Sultan Al-Ghanim, Assistant Undersecretary for Consumer Affairs at the Ministry of Commerce and Industry, expressed his delight for launching this initiative in collaboration with Qatar Tourism, stressing that “this was introduced to facilitate the procedures for obtaining specific licenses for tourism and hospitality establishments, where obtaining the license would take one business day, withthe prerequisite that all terms and conditions are met and the required documents submitted, this would have a direct positive impact on the entire sector’s value chain. - Qatar issues green bonds worth USD 2.5 billion aimed at financing eco-friendly projects
Qatar's Government Communications Office (GCO) announced on 23 May 2024 that the Ministry of Finance has issued green bonds worth USD 2.5 billion, which is aimed at financing eco-friendly projects. The green bonds issued are divided into two tranches: the first worth USD 1 billion for a term of five years at a spread of 30 basis points over US Treasuries, and the second worth USD 1.5 billion for a 10-year period at a spread of 40 basis points over US Treasuries. The bonds' issuance follows the Third National Development Strategy 2024-2023, which is dedicated to protecting the environment and combating climate change. The strategy also aims to build society members who support the preservation of the environment, as stated in the Qatar National Vision 2030. The ministry stated that the issuance had attracted much interest from diverse investors as the oversubscription exceeded 5.6 times, and the order book at peak totalled over USD 14 billion. The ministry further announced that the subscription reflects investors' confidence in Qatar's sovereign green-financing framework. This further allows investors to participate in Qatar's development journey of combating the effects of climate change and protecting the environment through sustainable development. - A new bridge worth 11.1 billion Qatari riyals to reduce travel time between Bahrain and Qatar
A proposed "Friendship bridge" aims to connect two countries with a historically turbulent relationship, promoting Gulf Cooperation Council (GCC) economic development and enhancing people-to-people ties. According to the Daily Express, the officially-named Bahrain-Qatar Causeway project is expected to reduce travel time from five hours to 30 minutes over a 21-mile distance. Initially estimated at £1.8 billion in 2008, the project’s cost has now risen to nearly a whopping £2.4 billion. The bridge will accommodate road and railway traffic and is considered a natural extension of the King Fahd Causeway, connecting Khobar, Saudi Arabia, and Al Jasra and Bahrain. Additionally, it will reach the height of 40 metres and support maritime navigation. “The proximity of Bahrain to Qatar and the dynamism of both economies make them structurally logical trading partners, and this is reinforced by the warmth of cultural ties between the two nations,” Dr Omar Alubaydli from the Bahrain Centre for Strategic, International and Energy Studies (Derasat) told the Gulf Daily News (GND) in February. The project was reportedly first approved in February 2005 to be the longest fixed link in the world at the time, linking Bahrain to Qatar. Doha and Manama, the two capitals, were on the verge of war in 1986 over disputed territories, including the Zubura, Janan Islands and Fasht Al Dibal. - Qatar Cabinet approves proposal to enroll kids to school at 3 years old
Cabinet, in its meeting on Wednesday morning, May 22, 2024, approved a proposal by the Ministry of Education and Higher Education to allow the enrollment in kindergarten classes before the primary stage for children from the age of three instead of four years. Prime Minister and Minister of Foreign Affairs HE Sheikh Mohammed bin Abdulrahman bin Jassim Al Thani chaired the Cabinet's regular meeting held at its seat at the Amiri Diwan. After the meeting, Minister of Justice and Minister of State for Cabinet Affairs HE Ibrahim bin Ali Al Mohannadi issued the following statement: The Cabinet considered the topics on its agenda as follows: First - The Cabinet was informed of the Shura Council's approval of a draft law concerning the handling of regulated products. Second - Approval of a draft law amending some provisions of Law No. 25 of 2015 concerning civil defense, and referring it to the Shura Council. Third - Approval of a draft decision by the Minister of Interior identifying the facilities where QatarEnergy will implement some provisions of Law No. 25 of 2015 concerning civil defense. Fourth - Approval of a draft decision by the Minister of State for Energy Affairs regarding the terms and specifications of security and safety systems, electrical and water installation rules, and necessary measures and precautions for securing, protecting, and maintaining service delivery equipment and devices. Fifth - Approval of a proposal by the Ministry of Education and Higher Education to take the necessary measures to amend Article 6 of Law No. 9 of 2017 regulating schools, in order to allow the enrollment in kindergarten classes before the primary stage for children from the age of three instead of four years. - Traffic violators will not be permitted to exit Qatar until fines are paid effective 1 September 2024
With the increasing number of tourists travelling in and around the Gult, the Ministry of Interior has announced new rules and procedures on traffic rule violators exiting the country, exit permit for vehicles, payment of traffic fines and on designating lanes for taxis, limousines and motorcycles for delivery vehicles. These new updates are based on Traffic Law issued by Decree-Law No. (19) of 2007, decision of the Minister of Interior No. (21) of 2024 regarding the rules and procedures for issuing permits for mechanical vehicles to exit the country. The General Directorate of Traffic announced to the owners of mechanical vehicles the implementation of the following rules and procedures, effective from May 22, 2024: First A permit must be obtained from the General Directorate of Traffic for mechanical vehicles to exit the country, as per the prescribed form and the following conditions: The vehicle must not have any outstanding traffic violations. The final destination (point of arrival) for the mechanical vehicle must be specified. The applicant for the permit must be the owner of the vehicle, or present proof of the owner's consent for the vehicle to exit the country. The following vehicles are exempted from the requirement for a vehicle exit permit: Vehicles bound for the GCC countries (point of arrival) provided they have no traffic violations, and the driver is either the owner or has the owner's consent. Goods transporting vehicles. Second Rules for the return of vehicles with Qatari plates: Considering the exception mentioned in the "First" above, owner of a vehicle outside the country must adhere to the following: 1. Return the vehicles that are outside the country before applying these rules and procedures, within (90) days from the date of this announcement, unless the owner obtains a permit from the licensing authority for the vehicle to remain abroad for a specified period or periods. 2. Return the vehicle permitted to leave the country before the permit expires, with the possibility to renew the permit for a further period or periods. Third In case of violating the aforementioned rules and procedures, legal actions will be taken, including the administrative impoundment of the vehicle for up to (90) days. Fourth Effective from the date of this announcement, mechanical vehicles outside the country will not be allowed to renew their registration unless the vehicle undergoes a technical inspection inside the country. If the registration is not renewed within the legal period (30 days from the expiration date), the vehicle owner must return the license plates to the General Directorate of Traffic. Failure to return the plates will result in referring the violator to the Public Prosecution for its procedures, according to Article (95) of the mentioned Traffic Law, which stipulates imprisonment for not less than one week and not more than one year, and a fine of not less than (3,000) Qatari Riyals and not more than (10,000) Qatari Riyals, or either of these penalties. Fifth A 50% discount on the value of traffic violations for all mechanical vehicles will be applied from (01 June 2024) until (31 August 2024). The discount includes violations recorded within no more than three years. Sixth Effective from September 1, 2024, traffic law violators will not be allowed to leave the country through any state borders (land, air, and sea) without paying the fines and dues through the (Metrash2) application, Ministry of Interior website, traffic sections, or unified service centers. Seventh Effective from 22 May 2024, as per the provisions of the Article No. 49 of the Traffic Law, buses with more than (25) passengers, taxis, limousines, and motorcycles for delivery services are prohibited from using the left lane on road networks with three or more lanes in each direction, while the lane changes are allowed at least (300 meters) before intersections. - 36th Doha Theatrical Festival to kick off Saturday
The activities of the 36th edition of Doha Theatrical Festival, organised by the Ministry of Culture, will begin on Saturday and continue until June 4 at the U VENUE Theater, which is hosting the festival for the first time. Organized by the Theater Affairs Center, in cooperation with the Qatar events center, the festival will feature a variety of events that include 10 theatrical performances, 3 of which by Qatari national theater groups (Qatar, Doha, and Al-Watan), and 7 performances by private artistic production companies, in addition to a final show that will shed light on aspects of the history of Qatari theatre. The goals of the festival are activating and developing the theatrical movement by presenting distinguished theatrical performances in which there are many intellectual and directing trends and artistic treatments; developing the theatrical awareness of young theater artists through intellectual and artistic seminars; and supporting and encouraging distinguished local theater experiences. They also include discovering young local theatrical artistic talents and capabilities and working on refining and preparing them artistically, strengthening relations between artists in various fields of theatre arts, and establishing a theatrical fan base. The Ministry of Culture stated in a statement today that the festival will hold 10 applied seminars in which a number of critics and specialists in the field of theater will participate to discuss the participating plays after the performances.
